1st Grade: How fast should texts be read aloud?

In first grade, read-alouds are essential for modeling fluency as students begin their own journey into independent decoding.

Also missing...Kids in 1st grade can read. Shouldn't they be reading instead of hearing it only?

The Full Proposed 1st Grade Literary Works List (HB 1605)

Based on the Draft Rule Text (TEA, 2026a), the state has proposed 34 required works for First Grade. To meet the "Interactive" mandate, each of these must be taught as a full lesson involving predictive questioning and vocabulary building.

Impact on Time: From Minutes to Hours

While reading these 34 books back-to-back might only take 300 minutes, the actual classroom impact is staggering. According to TEA’s 2026 guidelines (TEA, 2026a, p. 5), these are mandated INTERACTIVE sessions:

  1. Predictive Questioning: Teachers must pause at PRE-SELECTED points (TEA, 2026a, p. 5).

  2. Vocabulary Building: Lessons must focus on 2–4 Tier 2 words per book (TEA, 2026b, p. 6).

  3. Analytic Talk: The Bluebonnet Learning framework (TEA, 2024, p. 12) requires specific background-knowledge building.

The Bottom Line: With an average of 25 minutes per interactive lesson, this list requires over 14 hours of scripted, required instructional time for 1st Grade.
